WaTeR*MaRks Chat Plugin

Meant to replace your plugin_chat.amx.  Added time and timeinto feature, made 
timeleft and timeinto speak the time, added timeleft announcements, and added 
all the colors.  tsay is more instresting then chat.

Installation:

-Must have allow_client_exec set to 1 for verbal announcements to work
-Remove your plugin_chat.amx line from your plugin.ini.
-Install plugin_wm_chat.amx normally.

Commands:
----------

say time	: Tells the Server time
say timeleft	: Tells the timeleft in game
say nextmap	: Tells the Current map and Nextmap
say currentmap	: Tells the Current map and Nextmap

admin_time	: Announces the time just to user
admin_currentmap: Announces the currentmap just to user
admin_timeleft	: must be activated (see below)
admin_nextmap	: must be activated (see below)

WMCHAT_SPEAK <1 | 0>	: Toggles audible announcments of time/timeleft/timeinto, default 1
WMCHAT_TL <1 | 0>	: Toggles timeleft announcments (20, 10, 5 min, and 5 sec countdown), default 1
WMCHAT_TTELL <1 | 0>	: Toggles the time announce every 1/2 hour, default 1
WMCHAT_BASE <1 | 0>	: see topic "To Activate Features", default 0

To Activate Features:

There is code for admin_timeleft and admin_nextmap included in this plugin.
Its unnessisary because its included in plugin_base.amx that comes with
adminmod.  If you dislike the adminmod version of these commands do this:

-change the WMCHAT_BASE variable to 1
-put plugin_wm_chat.amx above plugin_base.amx in your plugin.ini file
