adminnovote v0.03

This plugin will disable admin_vote_(kick/ban/restart) while any admin
with admin_ban access is online.  This was a definite need on our
server, your mileage may vary.

This plugin must be listed before the base and default plugins, or it
won't work (except plugin_antiflood).

If you use this plugin, I'd love an email that it was useful.  Feel free
to modify it in any way you see fit, redistribute it, print it out and
give it out on the side of the street, or start a .com with it and price
gouge consumers for it.  Give me credit or not, but if it does make you
loads of money, a case of beer wouldn't be too much to ask, would it?
